For some dumb reason Microsoft has no built in profile export but this will save you from typing all that info agian, you will need to type your passwords though because it won’t export those for security reasons.
1. start> run> regedit
2. HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem\Profiles
3. Right Click on the Profiles Folder and choose export.

4. Transfer the reg file to the new machine and double click and choose YES at any prompts.
5. Done.
Notes:
If you don’t like your Outlook data folder on the c drive but outlook refuses to allow you to move it, then I recommend a Junction or Symbolic Link. I recommend the easy drag and drop utility from here: http://schinagl.priv.at/nt/hardlinkshellext/hardlinkshellext.html

This is not a solution for restoring profiles, it broke my outlook on the new pc under vista / office 2007

Did you backup the reg key on the new computer encase something goes wrong?
What was the OS and Office version were you importing from?
I used Windows XP/Office 2003 to Windows Vista/Office 2007.

I tried this, it works! (XP & Outlook 2003 to XP & Outlook 2003) You should also copy the Application data from: C:\Documents and Settings\%USER ACCOUNT%\Local Settings\Application Data\Microsoft\Outlook where %USER ACCOUNT% is the Logon account for the machine you are copying from. When Outlook 1st comes up, if %USER ACCOUNT% is different on the new machine, you’ll have to point outlook to the files. I think this will import your personal files, but I noticed that my rules were imported as well this way. I had 6 accounts downloading mail to different folders! If you click cancel instead of pointing outlook to the proper PST files, Outlook will not start!

Worked for me. Even exported my passwords (XP/Office 2003 to XP/Office 2003).
